Paul J. Yoder
Before founding Shaw/Yoder, Inc. in 1993, Paul worked as a legislative advocate and analyst for the County of San Diego. Previous to that, he was an analyst with Swidler and Berlin in Washington D.C. from 1988 to 1989. From 1987 to 1988, he served as a teacher at the Management School of the Machine Ministry and the Chinese Academy of Social Sciences in Beijing, China, teaching English as a second language to sales personnel in the Chinese machine industry who were preparing to go abroad. Paul holds a Masters in Public Policy and Administration from California State University, Sacramento and a Bachelor of Arts Degree in English Literature from Yale.
Joshua W. Shaw
Josh is one of the two owners of, and a partner in, the Sacramento lobbying firm of Shaw / Yoder, Inc. His primary lobbying responsibilities are on behalf of public transportation, and his clients include Access Services, the California Transit Association and individual public agencies . Besides his lobbying and association management duties, Josh is the General Manager of the California Transit Insurance Pool (CalTIP). Josh graduated in 1989 from the University of California at Davis with a master's degree in American National Politics & Policies and Public Administration. He received a bachelor's degree in Political Science from the University of California at Santa Barbara, in 1987.
Thomas E. Renfree
Tom has prior legislative experience working with two other lobbying firms. He has worked for several years as a legislative consultant for the State. Tom holds a Bachelor's Degree from the University of California at Davis. He has an extensive background in regulatory and environmental resource issues.
